Targeted financing program through partner banks. Financing of projects through commercial banks will be carried out by signing a Loan Agreement with partner banks for financing target projects.

Loan product No. 2 Program "Targeted Financing through Partner Banks"

Target group

Business entities that meet the criteria and requirements of the Credit Policy of Partner Banks. Commercial banks of the Kyrgyz Republic:
· having no restrictions on credit activity and fulfilling all prudential requirements of the National Bank of the Kyrgyz Republic;
· having a three-year break-even operation*

Purpose

Projects aimed at diversifying and stimulating the economy of the Kyrgyz Republic, creating jobs and leveling the economic development of the regions.

Financing amounts

  • The maximum loan amount should not exceed 150 million soms;
  • The minimum loan amount is 10 million soms;
  • The partner bank can additionally co-finance the project from its own funds.

    Provision for financing for partner banks
    · Guarantees of the State bodies of the Kyrgyz Republic, the Cabinet of Ministers, international financial institutions, banks and the Guarantee Fund of the Kyrgyz Republic;
    · Government securities of the Kyrgyz Republic;
    · Real estate, incl. land;
    · Equipment, vehicles;
    · Loan portfolio of partner banks;
    · Guarantees of third parties, the acceptability of which is assessed by the Bank in accordance with the Bank's Collateral Policy;
    · Other types of collateral in accordance with the Bank's Collateral Policy.
    Provision for financing for business entities
    Any property in accordance with the requirements of the regulatory documents of the NBKR and the Partner Bank can serve as collateral for the received credit for business entities.
    Repayment schedule for the Partner Bank
    · By interest – on a quarterly basis;
    · For the principal debt - at least 2 times a year
    Interest rate for misuse of credit funds
    In case of misuse of credit funds, the interest rate increases to 20% per annum. The Bank reserves the right to submit information about the misuse of credit funds by the client to the Credit Information Bureau.
    Responsibility for the return of borrowed funds by business entities
    The partner bank fully assumes the risk of non-repayment of the loan by borrowers - business entities.
    Monitoring
    The Bank has the right to monitor the loan issued by the Partner Bank at any stage of its use.
    Restrictions
    The bank does not provide:
    · a loan without collateral;
    · credits for trading operations and working capital outside of project financing;
    · loans to individuals;
    · Loans in the presence of overdue obligations on previously issued loans;
    · Loans to the Ministry of Finance of the Kyrgyz Republic, the Cabinet of Ministers of the Kyrgyz Republic, other state bodies and local governments.
    The Bank also does not finance: · gambling business;
    · the military industry · areas where forced child labor is used;
    · activities related to laundering/legalization of proceeds from illegal means and financing of terrorism;
    · trade, production and other activities related to the use of weapons;
    · types of activities prohibited by the legislation of the Kyrgyz Republic.

    * Subject to the provision of collateral in the form of government securities of the Ministry of Finance of the Kyrgyz Republic, this requirement does not apply to Partner Banks
